Vladimir Putin watches the first Russian nuclear drill since the invasion of Ukraine. This is happening at a time when tensions between Russia and the West are high because of Putin's eight-month war in Ukraine. The Kremlin said that ballistic and cruise missiles were sent from the Arctic to Russia's Far East.
Under the termsof the New Start arms treaty, the US was told about the drill. Russia has been making unproven claims that Ukraine was planning to use a "dirty bomb," which is a bomb that could hurt people.
A "dirty bomb" is an explosive device that also has radioactive materials in it, and most Western countries have said that Russia's claims are false. Kyiv said that the claims show that Moscow could be getting ready for such an attack.
Five days before Russia invaded Ukraine, it held its last nuclear drill. Before the most recent drill, military officials in Washington pointed out that the Russians were following arms control rules by telling the US.
Steadfast Noon, which is one of NATO's own nuclear drills, is taking place in northwestern Europe. The Western defensive alliance said that 14 countries were doing training flights over Belgium, the UK, and the North Sea until Sunday.
Russia's drills were going on while the southern and eastern parts of Ukraine were losing ground in a campaign. Moscow has sent soldiers to the important city of Kherson in the south to help protect it. Russia took Kherson early on in the war, but as Ukrainian troops have been making progress, they are now putting pressure on Russia.
On Russian TV, Defense Minister Sergei Shoigu was heard saying that the purpose of the drill was to practice "a massive nuclear strike by the strategic nuclear forces in retaliation for the enemy's nuclear strike."

A Yars intercontinental ballistic missile was fired from Plesetsk cosmodrome, which is about 500 miles north of Moscow. A Sineva ballistic missile was fired from the Barents Sea to the remote Kura test site in Kamchatka province in Russia's Far East. It also said that all of the missiles hit their goals.
On Russian TV, Putin was seen watching a live video feed of the launch. Footage was also shown of what he said via videolink to a conference of regional intelligence services, where he said that the Ukrainian dirty bomb plot was even worse than he had said before.
He also repeated other untrue things that Russia has said about Ukraine in the past few months, like that the US had turned it into a "testing ground for military biological experiments."
Oleksiy Reznikov, the defense minister of Ukraine, said on Wednesday, "my personal opinion is that Putin won't use nukes." Separately, he said that rainy weather had made it harder for Ukraine to fight back in the south.
In September, Mr. Putin told the whole country in a speech that his country had "various weapons of destruction" and would "use all the means available to us." He also said, "I'm not bluffing."

Conclusion

Josep Borrell, who is in charge of foreign policy for the EU said,
It's a dangerous time in the war because the Russian army is in a tight spot, and Putin's response of threatening to use nuclear weapons is very bad.- Josep Borrell, who is in charge of foreign policy for the EU
